Technology is, disputably, bad for the soul. Therefore,

surfing should be done only in moderation in a well lit, well ventilated area.

If you consistently find yourself digging your fragmented attention into more than three sites simultaneously, you may have a problem. Don't be afraid to consult a professional.

But in the meantime,
       try these wonder sites.

technology

OS -> Windows :

The EPFL (Lausanne's National School of Technology) is one of Switzerland's best known universities. Their internal Windows site is pearl for Windows Systems Administrators. In French.
Their security siteis in French as well.

Software -> Utilities :

boolean dream is home of two of my favorite Windows utilities, both freeware: ReplaceEm (the best search-n-replace utility I've seen for Win32) and bkrename (for renaming files using Unix-like Regular Expressions--geeks only, please).

Network -> Security :

Xatrix security has some killer utilities available.

news and politics

The cost of war.

What really happened. 9/11

Mother Jones loves to pick the fat out of American politics, big business, and media and blow it up big and pretty in their SF-based magazine.

A positive approach more your thing? Global Exchange is a great start. They have it all for the proactively minded, or those who just wanna know what 'proactively minded' really means. Plus it's pretty.

The Noam Chomsky archive may be one of the most enlightening stops on the 'Net for an American. Chomsky, known not only for his unsettling political views but for nudging the entire world of linguistics down a new path, is one of the ten most quoted people in history--and the only one still alive. His 1993 book, "What Uncle Sam Really Wants," is a shocking primer on the development of U.S. policy since World War II.

Utne Reader. Enough said.

"... Adbusters is a not-for-profit, reader-supported magazine concerned about the erosion of our physical and cultural environments by commercial forces." Their spoof ads are excellent.

A startling article on George W. Bush.

science

Bad Coriolis. An easy-to-read explanation why the rotation of the earth has nothing to do with the direction that water spins down the drain. This guy also debunks the raindrop myth.

misc

A pretty good nutrition tutorial. It's provided by a company and therefore has a tad of a commercial slant here and there, but it worked well enough to illuminate a nutritionally dim-witted soul like myself.
